11. INTERFACE BETWEEN THE AUTHORITY AND THE UTILITY Experts: V. Ranguelova and C. A. Casto 11.1. MEETINGS FOR EXCHANGE OF INFORMATION The team focused on the interface mechanisms between the SNSA and the NPP. Currently, the SNSA and the NPP do not have regular management meetings to discuss the objectives of the inspection programme or to discuss general safety matters. However, the NPP does have frequent discussions with the Inspection Division on items noted by the inspectors and with Division for Nuclear safety on licensing developments. 11.1.1. Recommendations and suggestions (1) BASIS - Paragraph 409 of IAEA Requirements - Legal and Governmental Infrastructure for Nuclear, Radiation, Radioactive Waste and Transport Safety states that a “mutual understanding and respect between the regulatory body and the operator, and a frank, open and yet formal relationship, shall be fostered.” (a) Recommendation - The SNSA and NPP should develop a regular meeting schedule with a standing agenda to convey and discuss the regulatory strategy, current safety issues and to facilitate implementation of the regulatory processes. Actions from these meetings should be completed as agreed upon. 11.2. SAFETY CULTURE Safety culture is internationally recognized as a major contributor to safety in operations. It is international good practice to have the NPPs performing self- assessment and making achievements in safety culture. It seems that NPP Kr
ko has also taken some actions in this direction, but it does not appear that the SNSA and the NPP operating organization have had effective discussions on the safety culture matters. The SNSA’s management and inspectors could focus on assessment plant performance in terms of maintaining a good safety culture. 11.2.1. Recommendations and suggestions (1) BASIS - It is international good practice to have the NPPs and the regulatory bodies performing self assessment in safety culture. |
